COMMITTED TO THE PRINCIPLES OF LEGAL EXCELLENCE, COMMUNITY SERVICE, AND INCREASED MINORITY PARTICIPATION IN THE PRACTICE OF LAW

The J. Franklyn Bourne Bar Association, Inc., established in 1977, is a bar association whose membership consists of over 300 predominantly African-American attorneys who live and or work in Montgomery and Prince George's counties, Maryland.

The Association was named after the Honorable J. Franklyn "Frankie" Bourne, the first African-American District Court judge in Montgomery and Prince George's counties.

Judge Bourne (1917-1972) received his undergraduate degree from Columbia University and his law degree from Howard University School of Law, and was admitted to the Maryland Bar in 1948. After a distinguished career in private practice, he was appointed a Commissioner of the Worker's Compensation Commission, and in 1972, to the District Court of Maryland for Prince George's County.

J. Franklyn Bourne's legal and judicial career was marked by his unrelenting efforts to effectuate necessary social changes and to advance the causes of African-American attorneys.
