In La Plata, Maryland last month, we witnessed the kind of historic development that Dr. Martin Luther King, Jr. must have contemplated when he said, "The arc of the universe is long but it bends toward Justice." It took 350 years for the citizens of Charles County, Maryland, to install an African-American judge, but on May 29, 2009 the District Court of Maryland hosted a magnificent investiture for KENNETH AUGHTRY TALLEY as Associate Judge of the District Court of Maryland for the Fourth District.
Maryland District Court Chief Judge Ben C. Clyburn oversaw the ceremony, which was held in the spacious auditorium of the Charles County Government Building next to the Courthouse. Judge Talley's remarkable career was highlighted by numerous presenters, including Reuben B. Collins III, Esquire, Charles County Commissioner. Among the many distinguished guests in attendance were Maryland Senate President Thomas V. "Mike" Miller, Jr., the Honorable Herman Dawson (who hired Judge Talley as his very first law clerk), the Honorable Hassan El-Amin and the Honorable Larry Hill.

Clearly, the demographics of Charles County are changing. According to Judge Talley and County Executive Collins, the African-American members of the Charles County Bar are ready to form an associate chapter or committee of the J. Franklyn Bourne Bar Association. How about it, readers? Are we ready to branch out to Charles County? Shouldn't Calvert, Anne Arundel and St. Mary's Counties also be a part of our march toward "legal excellence, community service and increased minority participation in the practice of law"?
